NAIROBI —  A case of Ebola has been confirmed in western Uganda, the first instance in Congo’s year-long outbreak in which the deadly virus has been identified outside the country. The case in Uganda was a 5-year-old Congolese boy who had crossed the border to seek medical treatment, the World Health Organization and Uganda’s Health Ministry said in a  joint announcement Tuesday . The boy and his family crossed the border Sunday, and the case was confirmed at a rural hospital. A United Arabs Emirati has said Nigeria is richer than Dubai and that the country is only in the condition it is today because of corrupt leaders. In a video that surfaced on the internet some few weeks ago, the Emirati said Nigeria had oil before Dubai, which is a province in the Arab Emirate.
